Treasury Corporation of Victoria (TCV) is the central financing agency for the State of Victoria, established under the Treasury Corporation of Victoria Act 1992. TCV is the interface between the Victorian Government and domestic and international wholesale financial markets – raising funds, managing liquidity, and overseeing interest rate risk for the Victorian public sector.

The Role
TCV is seeking an Executive Director, IT (CIO equivalent) to join its Executive Leadership Team, reporting directly to the CEO. This is a rare opportunity to lead the technology function of a compact, sophisticated statutory authority at the intersection of financial markets, government, and technology.

This is a leadership role first. TCV is looking for an executive who uses technology as the vehicle for organisational performance – someone who sees themselves as a CIO, not a technologist who has moved into management.

IT sits at the centre of most change initiatives at TCV. The ED, IT will lead a team across infrastructure, cybersecurity, and applications, with oversight of critical treasury and financial markets systems including Wallstreet Suite, Razor, and Oracle. The role also carries formal CISO accountability – owning TCV's cybersecurity posture, strategy, and risk management. Beyond cybersecurity, the role is responsible for IT operating and capital budgets and contributing to TCV's growing AI and innovation agenda.

What We Are Looking For
  • An experienced technology executive with a career grounded in financial services, treasury, or capital markets.
  • Direct experience with treasury management systems – ideally Wallstreet Suite or comparable platforms.
  • Demonstrated capability and effective oversight of cybersecurity governance in a regulated or financial markets environment.
  • Executive presence and commercial acumen, with the credibility to contribute at board and senior government stakeholder level.
  • Strong people leadership – someone who builds high-performing teams, develops talent, and leads through change.
  • Curiosity and practical fluency in AI and emerging technologies.
  • Experience managing hybrid infrastructure environments.
  • Candidates from major banks or financial institutions at the senior IT leadership level (e.g. Head of IT, Head of Infrastructure) who are ready for a step into a CIO role will be strongly considered.
